To understand subnational investment needs, it assesses updated State Action Plan on Climate Change (SAPCCs) and delves into three (for Himachal Pradesh, Odisha, and Tamil Nadu) to identify funding gaps. • Chapter 5 explores avenues for bridging the adaptation funding gap through public finance by assessing the fiscal health of state governments, as well as the role of private finance. • Chapter 6 concludes by providing broad suggestions/recommendations."
