"The report concluded that this issue was something that was best left to the individual and certainly not something that could be defined in law. The Munir Report reinforced the notion of freedom of religion and led to the disbanding of the Ahrar in 1954. However, this was not the end of anti- Ahmadi agitation. In place of the Ahrar, others took up the mantle of anti-Ahmadiyya activities in an effort to gain political power. Jamaat-e-Islami and subsequently Khatme Nabuwwat[19] swept up support from across Pakistan by targeting rhetoric and violence against the Community and its members."
